Is a career member of the U.S. Foreign Service whose twenty-year career has focused on the Global War on Terrorism, Russia/Eurasia, and artificial intelligence and emerging technology policy. He currently serves as Regional Technology Officer (RTO) at the U.S. Consulate General in São Paulo, Brazil, where he tracks and assesses emerging technology developments, including artificial intelligence, across the Western Hemisphere. In Washington, Mr. Motiwala has served as a Russia analyst in the Bureau of Intelligence and Research, an economics officer on the Ukraine Desk covering energy policy and sanctions enforcement, and head of the U.S. delegation to the OECD’s Committee on Digital Economy Policy while managing artificial intelligence initiatives in the Bureau of Cyberspace and Digital Policy. He also completed a detail to the Treasury Department’s Office of Intelligence and Analysis, supporting senior officials on Russia/Eurasia issues.
His overseas assignments have included service as Assistant Cultural Affairs Officer in Kyiv, Ukraine, with additional postings during the Global War on Terrorism era in Afghanistan, Pakistan, and Lebanon. He has tested proficient in Russian, Arabic, Urdu, Dari, and Portuguese. Before joining the Foreign Service, Mr. Motiwala worked as a hedge fund analyst at MTB Capital in New York City. He holds a Bachelor of Science in Economics from the Wharton School at the University of Pennsylvania and a Master of Science in Strategic Intelligence from the National Intelligence University.
